ACT Test Results For Kentucky
Kentucky students have a composite score of 18.3, according to a recently released report. This is the first time the commonwealth has required juniors in public schools to take the test.
The Kentucky Department of Education says the data helps schools and students determine what subject areas could use improvement.

Skeletal Remains Identified
On August 7, Kentucky State Police Post 14 in Carter County, KY received information there were human remains in the Willard area. They have been identified by the State Medical Examiner's Office as 33-year old Timothy W, Sigman of Charleston, WV.

Billy Crisp In Custody
A Pike County man suspected of killing his brother in law over 30 years ago is in custody.
59 year-old Billy Crisp of Johns Creek was arrested Thursday afternoon without incident at around 5:35 p.m as he walked into the Kentucky State Police Post # 9 in Pikeville and turned himself in.
Crisp was booked in the Pike County Detention Center at 6 p.m.
Crisp is accused of killing Woodrow Perroud at a rest stop in Ohio in 1975.

Pike County Fiscal Court Recognizes Swim Team
Pikeville, Ky.— The Pike County Fiscal Court recognized the achievements of the Pikeville AquaSharks Swim Team at its meeting Tuesday, September 2.
The AquaSharks Swim team traveled to Lexington on July 19 and 20 to participate in the 2008 Bluegrass State Games. The six AquaShark swimmers who participated, all of whom are from Pike County, took home 12 medals.
“The success and accomplishment of the Pikeville Aquasharks Swim Team has brought great honor and attention to Pikeville and all of Pike County and the team has made Pike County proud,” Judge/Executive Wayne T. Rutherford told the swimmers.

Breaking News: ATV HIts School Bus
According to the Kentucky State Police an ATV struck a school bus in Pike County. The incident happened at 4:10 p.m. on Abner Fork. The Ferrells Creek Fire Department and the KSP are en route. We have no further information at this time.

U.S. 23 Now Open
All four lanes of U.S. 23 at Dorton Hill were closed for about four hours Wednesday evening after two coal trucks collided with one another.
According to authorities the accident happened in the center lane which is designated for trucks.
An 18 wheeler rear ended a 10 wheeler. The driver of the 18 wheeler was transported via helicopter to Holston Valley Medical Center in Kingsport, Tennessee.
Crews had to clean up hydraulic fluid, motor oil and antifreeze from the roadway. The accident occurred around 4:30 p.m.

Truck Carrying Liquid Nitrogen Falls Through Bridge In Mingo County.
No one was injured Wenesday morning when a truck carrying liquid nitrogen fell through a bridge at Breeden. Jarrod Fletcher Mingo County Emergency Services Director says that the none of the nitrogen spilled from the vehicle. State highway officials say that crews are now repairing a 30 foot section of the structure. The bridge was scheduled to be replaced in early 2009. Traffic will have to detour through Breeden Creek, Marrowbone Creek and Cub Creek.
Fire Extinguisher Discharges In School .
Students from Christ Central School got out early Wednesday as a fire extinguisher fell from the wall near the front door causing it to discharge a powdery yellow dry chemical throughout the hallway corridor.
School officials said no one was hurt but, as a precaution they evacuated the building. A cleaning service was called in to cleanup the mess.

Leonard Lawson Among Three Indicted For Bid Rigging.
Former Kentucky Transportation Cabinet Secretary William Nighbert, 57, of Lexington, road contractor Leonard Lawson, 69, of Pikeville and one of Lawson's employes Brian Billings, 37, of Stanton were indicted Wednesday morning by a federal grand jury in Lexington for conspiracy, theft from a govertment agency, receiving federal funds, bribery and obstruction of justice.
The indictment alleges that Nighbert and Lawson conspired with Kentucky Transportation Cabinet employee James Rummage to divert confidential engineer estimates from the Cabinet to Leonard Lawson for his use in the bidding on road contracts. An engineer estimate is an internal document generated by the cabinet to determine how reasonable the bids are. The indictment also alleges that Lawson paid James Rummage $ 20,000 of bribe money for his assistance in the scheme and that Lawson funneled over $ 67,000 to Nighbert disguised as payments on a consulting contract for a utility management company.
According to the indictment , on approximately eight occasions between June 2006 and August 2007, either Nighbert or Lawson directed James Rummage to obtain and deliver to Lawson the estimates for particular contracts. It further alleges that on four seperate occasions, Lawson handed Rummage $ 5,000 in cash.
In a related matter , the indictment alleges that during the investigation of the diversion and bribery, Nighbert, Lawson and his employee, Brian Billings, obstructed justice by trying to persuade James Rummage not to cooperate with authorities , suggesting what he should say to the grand jury, and encouraging him to take the fifth amendment.
Attorneys for Lawson and Nighbert did not comment on the indictments, the attorney for Billings could not be reached.

Pikeville College Math & Science Camp
Dissecting a shark was serious business during Pikeville College’s Science & Math Camp this summer. Nearly 200 students participated in this year’s camp, which is one of the college’s most popular programs for middle school students entering grades 5 through 8. Designed to stimulate interest in math and science, students are introduced to a number of hands-on activities. From dissecting sharks and launching hot air balloons to discovering that many different household substances can conduct electricity, campers had many opportunities to explore astronomy, biology, physics, chemistry, and computer science. Campers worked on computer science projects using a program called “Alice” (http://www.alice.org/kelleher/storytelling/download.html) that can be downloaded from the science camp Web site (http://campus.pc.edu/~rarts/camp.htm). Students also traveled to Bays Mountain Park, a 3500-acre nature preserve located in Kingsport, Tenn., where they were treated to programs on the grey wolf and local raptors, and were given an opportunity to view the sun through special telescopes and filters. “Our instructors and volunteer staff did an exceptional job this year and I was very pleased with their dedication to educating the campers as well as the enthusiasm towards math and science displayed by everyone,” said Robert Arts, Ph.D., director of the camp and a professor of education and physics at Pikeville College.
Upward Bound Goes Hollywood
After completing two summer classes at Pikeville College, Upward Bound seniors enjoyed an all-expense paid trip to California. The group flew to San Diego where they toured the city, visited Sea World, the San Diego Zoo and spent time at Coronado Beach. Following a tour of Hollywood and a day in Universal Studios, students visited Los Angeles, taking in popular landmarks, including Rodeo Drive, The Magic Castle, the Walk of Fame, The Kodak Theater, and Grauman’s Chinese Theater. To join Upward Bound students must be a freshman or sophomore at a Pike, Floyd or Martin County high school. Spill Closed A Portion of U.S. 23 In Pike County.
A one mile stretch of U.S 23 on the South Mayo Trail was closed for approximately 30 minutes Tuesday afternoon after hydraulic fluid leaked from a truck. The fluid poured onto the highway from Long John Silvers to the Island Creek Bridge.
22 Die On Kentucky Roadways.
Preliminary statistics* indicate that 22 people died in nineteen separate crashes on Kentucky roadways from Monday, August 25 through Monday, September 1, 2008. Eleven of the fatalities occurred during the official Labor Day Holiday period (8/29 at 6:00 p.m. through 9/1 at 11:59 p.m.)
Sixteen of the fatalities involved motor vehicles and eleven of those victims were not wearing seat belts. Motor vehicle crashes occurred in Barren, Bell, Boyle, Breathitt, Elliott, Harlan, Lewis, Meade, Montgomery, Muhlenberg (3), Nelson, Pike, Warren and Woodford counties. The suspected use of alcohol was a factor in three of these crashes.
A triple-fatality crash occurred in Muhlenberg county killing three sixteen year-old males. None of the victims were wearing seat belts.
A double-fatality motorcycle crash occurred in Jefferson county and a single motorcycle fatality occurred in Taylor county. None of the victims in these crashes were wearing helmets. The suspected use of alcohol was factor in the double-fatality.

Kentucky State Police In Pikeville Busy During Enforcement Period.
The Kentucky State Police in Pikeville released figures from there recent Holiday Enforcement period which ran from August 15th – through September 1st.
During the period authorities made 44 DUI arrests, wrote 18 seatbelt citations, made 80 felony arrests, apprehended two fugitives from justice, wrote 149 citations for no insurance, made four drug arrests and 1,216 non hazardous vehicle enforcement citations which include registration.

Pike County Shooting.
A Pike County man is listed in fair condition at Cabell- Huntington Hospital after he was shot in the chest by a high powered rifle.
The shooting happened Sunday afternoon at the Valhalla Trailer Park at Millard.
50 year-old Timothy D. Adkins is being held in the Pike County Detention Center on a $ 20,000 full cash bond for allegedly shooting 43 year-old Michael D. Slone.
Authorities have not released a motive.

Update On Eastern Kentucky Woman Shot At Park.
A woman shot by her ex- boyfriend at a Salyersville park Saturday during a festival has been upgraded to fair condition.
31 year-old Rita Blanton was shot by 40 year-old Terry Lee Arnett of Saylersville.
Arnett was arrested at the scene without incident.
He has been charged first-degree assault.

Pike County Man Killed In Crash.
The Kentucky State Police say one person died and another received life threatening injuries after a single vehicle accident happened early Sunday morning . The accident happened on a portion of highway under construction in the Little Robinson Creek area.
The victim is 20 year-old Michael Prater of Shelbiana. 19 year-old David E. Blackburn of Shelbiana was injured.
Authorities say speed was a factor. Apparently Prater lost control of the vehicle and struck a median, resulting in the vehicle overturning.
Prater was not wearing a seatbelt. Blackburn was.
The accident remains under investigation.

West Virginia First Lady Hit While Biking
First Lady Gayle Manchin received a few bruises after being struck by a car Sunday morning during a pre-church bike ride. Governor Joe Manchin was present when his wife was hit.
She was hit by a vehicle pulling onto Charleston's Kanawha Boulevard near the Capitol. No arrests or citations were issued.

Shooting At Magoffin County Festival
31-tear old Rita Blanton was shot Saturday afternoon at Ramey Memorial Park in Salyersville during the annual Founders Day Festival.
Police have arrested her ex-boyfriend, 40-year old Terry Arnett and charged him with assault. Blanton is in St. Mary's Hospital in Huntington, where officials say she is in fair condition.

Two Men Arrested For Copper theft.
23 year-old Jacob Tackett and 22 year-old Jonathan Robinette of Floyd County were arrested by the Kentucky State Police. The two men are accused of stealing around 500 feet of cable from Gearheart Communications. The incident happened last week. Service was disrupted to about 300 homes.
Former KSP Trooper Sentenced.
A former Kentucky State Police Trooper was sentenced Friday to serve two years probation after he pleaded guilty to fouth degree assault.
Jared Alfrey admitted that he assaulted Williamson, West Virginia resident Randall McCoy last July. Alfrey arrested McCoy after answering a domestic call at the residence of McCoy's girlfriend. Alfrey took McCoy to an abandoned mine site at Turkey Creek and assaulted him before transporting him to the Pike County Detention Center. McCoy was hospitalized for eight days.
Alfrey was originally suspended before resigning.
McCoy has filed a civil suit against Alfrey.

Knott County Drug Bust.
HINDMAN Police arrested 15 Knott County residents on drug trafficking charges Friday during a roundup conducted by Operation UNITE.
Armed with 20 indictment warrants returned earlier this month, detectives from UNITE were joined by officers from the Knott County Sheriff¹s Office and Kentucky State Police to arrest suspects identified during a 14-month undercover investigation.
Among those indicted were five members of one family arrested at their Pine Top home in mid-July. During those arrests police recovered approximately 15 half-gram bags of powered cocaine.
Yeart Pratt Sr., his wife Lillis, and their sons Yeart Jr., John D. and Hubert were each served the new indictment warrants at the Kentucky River Regional Detention Center, where they have remained since their arrests last month.
³The Pratt family has been involved in the illegal drug trade for a long time,² said Dan Smoot, law enforcement director for Operation UNITE. ³They were well-known in Knott County for providing cocaine, Methadone and Oxycodone.²
During the arrests on Friday, officers recovered a total of 127 pills and cash from three of those arrested. Additional charges are pending in those cases.
Those arrested and lodged in the Kentucky River Regional Detention Center by early afternoon Friday were:
€ Stephen ³Steve² Collins, age 37, Jamestown Village, Bulan, first-degree trafficking in a controlled substance. Additional charges are pending after police found 8.5 OxyContin 80mg tablets and $937 in cash during his arrest.
€ Bert Wayne Combs, age 44, Trace Branch, Dwarf, two counts first-degree trafficking in a controlled substance.
€ Crystal Combs, age 23, Trace Branch, Dwarf, second-degree trafficking in a controlled substance.
€ Michael Gamble, age 42, Highway 15, Jeff, three counts first-degree trafficking in a controlled substance. Gamble is currently incarcerated at the Henderson County Detention Center.
€ Odale Jacobs, age 46, Highway 899, Pippa Passes, second-degree trafficking in a controlled substance.
€ Hubert Pratt, age 48, Mallet Fork Road, Pine Top, first-degree trafficking in a controlled substance (second offense).

The Kentucky State Police in Pikeville say that the FBI is searching for 59 year-old Billy Ray Crisp. Authorities say that Crisp gunned down his brother in law 22 year-old Woodrow Perroud at a rest stop in Pike County, Ohio back in 1975.
Authorities say that Crisp is considered armed and dangerous. If you encounter Crisp contact your local authorities. Crisp's address is listed as Johns Creek
Crisp is believed to be driving a 2004 Charcoal F250 with a push bar and metal tool box in the back.
Mine Rescue Squad Competition.
Forty-three mine rescue teams demonstrated their skills and knowledge before judges at the 53rd annual West Virginia State Mine Rescue Contest this week in Beckley, W.Va. Although this was a competition, the teams’ ultimate goals were to improve and strengthen their skills and learn how to be more efficient as a group, in the event they have to respond to a mine emergency.
Sponsored by the Southern West Virginia Mine Rescue Association and the West Virginia Office of Miners’ Health, Safety and Training, teams from West Virginia, Kentucky, Alabama, Virginia, Ohio, Pennsylvania and Illinois competed in the four-day event.
Teams demonstrated problem-solving skills during a simulated mine emergency, and were judged on procedure and speed. Other events included rescuing surviving miners, repairing life-saving breathing apparatuses and applying first aid.
State law requires mine rescue teams to train a minimum of 96 hours annually, including four hours of training each month or eight hours every two months, including sessions underground at least once every six months. In addition, teams are required to participate in two competitions per year. West Virginia currently has 26 mine rescue teams.
Awards were given to the following teams at a Thursday night banquet.
