City Council Director Rejects Home Rule

WEST VIRGINIA....
Huntington's revised home rule plan that is up for City Council approval next month includes proposals to place a 2 percent tax on bar and restaurant receipts and loosen restrictions on how coal severance taxes are used. However, Friday, members of Mayor Kim Wolfe's administration and two City Council members announced they have no plans of pursuing the proposals. Brandi Jacobs-Jones, director of administration and finance, says there has been absolutely zero discussion into these proposals, and she's not waiting in the wings to enact more taxes and fees on top of the tax reform package in which City Council has already approved a 1 percent occupation tax on the gross pay of all those who work within city limits and a 1 percent city sales tax on all services and goods that are subject to the state sales tax.
