Domestic Violence Bill Advances To Kentucky House.

Legislation to protect the addresses of domestic violence victims, as well as a bill for more severe penalties for animal torture, both passed the Senate Judiciary Committee this morning.

Senate Bill 62, sponsored by Sen. Julie Denton, R-Louisville, would create a crime victim address protection program. Domestic violence victims could use the program to receive mail at a different address than the one they live at. Doing so would protect them from their abusers, Denton said. The Secretary of State's office, which would administer the program, would then forward their mail to their actual location.

Senate Bill 58, sponsored by Sen. Tom Buford, R-Nicholasville, would step up the penalty for torturing dogs and cats to a Class D felony, punishable by 1-5 years in prison. Under current law, the first offense is a Class A misdemeanor, carrying up to a year in jail, while subsequent offenses are Class D felonies.

Both bills now head to the Senate floor for the body's consideration
