WV Lawmaker Introduces Bill That Would Ban Cell Phone and Texting Use While Driving.
A Kanawha County House of Delegates member has introduced a bill that would make it a misdemeanor to text or talk on a cell phone while driving. The penalty would be a $25 fine.
Democrat Nancy Guthrie says passage of the bill would help highway safety..
The measure would limit cell phone use to hands-free devices.
The ban would exclude police, emergency personnel or other government officials.
