Mingo County Man Out on Bail.
A Mingo county man is out on bail and is awaiting a court date in Mingo County Circuit Court. Phillip Scott Vance is out on $4,000 bond. The Dingess resident was arrested and charged with one count each of burglary and conspiracy to commit burglary. Vance is accused of breaking into the house of Ruthie Vance. Phillip Scott Vance, allegedly took jewelry from the dwelling. Magistrate Eugene Crum conducted the hearing
